Khoirudin Confident 20 Draft Bylaws will Be Finalized Next Year

Jakarta Council (DPRD) Chairman Khoirudin expressed confident that the Regional Regulation Formation Agency (Bapemperda) will finalize 20 Draft Bylaws (Raperda) outlined in the 2026 Regional Regulation Formation Program (Propemperda).

"I support this and I'm optimistic,"

He emphasized that the acceleration of discussions also depends on the executive's readiness in preparing drafts and academic manuscripts. Therefore, DPRD has sent a letter to the Jakarta Provincial Government urging the prompt completion of essential regulatory documents.

"I support this and I'm optimistic. As long as the executive promptly responds to my letter and provides the academic manuscripts and drafts, we can proceed with the discussions swiftly," Khoirudin stated on Thursday (9/11).

City Council Accelerates Jakarta Special Region Regional Regulation Discussion

According to him, DPRD has also asked Jakarta Governor Pramono Anung to present a list of priority draft bylaws for next year's discussions. One of them is the Draft Bylaw on Facilitation of Prevention and Eradication of Narcotics Abuse and Illicit Trafficking, which is seen as essential to provide a legal basis for health centers (puskesmas) to offer rehabilitation services.

"Until now, puskesmas cannot provide rehab services because there is no legal umbrella. Likewise, the police have limited authority without a local regulation. With this bylaw, the handling of drug abuse victims can be more effective," he explained.

Khoirudin also called for the acceleration of 15 special bylaws for Jakarta, as mandated by Law (UU) No. 2/2024 on Jakarta Special Region Province.

The 20 draft regulations prioritized in the 2026 Propemperda include regional finance aspects such as the amendment to the 2026 City Budget (APBD), the 2025 Budget Accountability Report, and the 2027 APBD, as well as revisions to Bylaw No. 1/2024 on Regional Taxes and Levies.

There are also regulations on governance, such as the Management of Regional Assets, Provision of Legal Aid, Drinking Water Supply System, and the 2026–2046 Jakarta Industrial Development Plan (RPIP).

The social and health sectors are covered by draft bylaws on Facilitation of Narcotics Prevention and Eradication, Jakarta's Food System, revision of Bylaw No. 4/2009 on Regional Health System, and Protection of Women and Children from Violence.

Housing, population, and environmental issues are addressed in draft bylaws on Public Housing, Population Control and Family Development, Regulation and Empowerment of Street Vendors, Environmental Protection and Management Plan, and Child-Friendly Cities.

Bapemperda also prioritized draft bylaws on Management and Control of Population Administration and Civil Registration, and on Manpower.

With these priorities in place, the DPRD aims to make the 2026 Raperda discussions more focused, comprehensive, and beneficial to Jakarta residents.
